TOWN OF SKANAWAN, LINCOLN COUNTY TOWN BOARD MEETING February 10th, 2025
Present: Chairman: Ben Mehring, Supervisors: Wally Horabik and Joe Dorava, Clerk: Loyetta Dennis, Also, Present: residents/property owners.
The meeting was called to order at 7:05 p.m., followed by the Pledge of Allegiance. Minutes of the December meeting were read and approved. Motion by Ben M, & Joe D.
Treasurer’s Report: Following are the 1/31/25 balances. Cash and Bank Accounts $639,897.57; Building fund, $3252.75, Town funds available $631,266.39; Investment Pool, $198,395.13; Equipment Fund of $5,000, and a Contingency Fund of $5,000.00.
Recycling: 23 residents. Bins full. Residents were turned away due to WM not picking up recycling
Town Hall: John craig purchased solar lights for outside. One will be placed on the shed and the other one on the peak of the dormer. The lights will be set dusk to dawn. John and Ben will mount next month.
Camera: no update
Roads: Joe reported that his roads are in normal winter condition. Only concern is Birch Lane. It is narrow with trees leaning over the road. Wally also reported that his roads are in normal winter condition. Same issue of trees leaning over road.
Ben mentioned that resident wanted utilities under the road.
Skanawan Lake road Bridge: Ben is working with Lemmer for the paperwork
Grant ATV Fund: Joe mentioned most of the funding has been used. Some signs need to place and that should finish the funding.
Mathy CUP: Letter from Mathy will be forwarded to Attorney.
Town Hall: Parking Lot striping will be done in spring.
Referendum: Kay K Wolf supplied information. Shared information and need for the referendum.
Broadband: Tom will be attending a meeting this week Thursday at the County to discuss the Federal grant for broadband. Most of Skanawan will be available for RDOF fund through charter/spectrum in 2026. The high speed.BEAD grant program will cover the rest of the County. Birchum internet program was chosen as the provider for the BEAD grant. Tom explained why county commission chose this company. The County Board will decide whether or not they will accept the commissions suggestion.

The meeting was called to order at 7:03 p.m., followed by the Pledge of Allegiance. Minutes of the November meeting were read and approved. Motion by Ben M, & Joe D.

Roads: Joe reported that his roads are in normal winter condition. Wally also reported that his roads are in normal winter condition. Cranefoot and Grundy roads are getting some dips. Some small trees on private property are hanging over the road on Stevens and David. Joe would like to see speed limit changed on County Road S. Ben will call lawyer to discuss what we can charge gravel pit in license fee.
Skanawan Lake Bridge: Ben will follow up on paperwork
Grant ATV Fund: Joe will follow up with LCHD of where the money has been spent before paying those bills.
Broadband: Tom will be attending a meeting this week Thursday at the County to discuss the Federal grant for broadband. The meeting is open to public. The committee has done a lot of research. Broadband services companies are petitioning County. The committee will make a suggestion to the County of which services to use.

The Public Budget Hearing meeting was called to order at 6:00 p.m., followed by the Pledge of Allegiance. Special Meeting of Electors followed immediately after. November Town Board Meeting followed at 7:00pm.
Minutes were approved. Joe D motioned and Ben M seconded. Minutes approved. Treasurer’s Report: Cash and Bank Accounts: $293928.32; Spendable Funds: $285297.14; Town Funds Available: $285297.14; Investment Pool: $196862.36; Equipment Fund: $1,050.00; Building Fund: $3,252.75; Contingency Fund: $5,000; Highway Fund: $114764.56 Used: $30205.44, Remaining: $114764.56 Total Spendable Funds: $482159.50.
Recycling: Good turn out. 41 people participated Bins 85% full.
Camera System. No update at this meeting. Joe D will contact the camera company for further training. Metal detector for cemetery.
Roads: Joe reported are in good condition. Barriers have been moved. South Silver Lake road is still having work done. Wally reported Cranefoot road needs grading. Stevens and Bear Trail roads need graded. Many roads need graded before winter. Chip-seal on Cranefoot has potholes again. Gerbik road also needs graded by boat landing. Flex patch bill will be in by end of December so township will be able to evaluate the feasibility of it.
Suggestion to ask County to lower speed limit on hwy s to 45mph east of 51 to H.
Skanawan Lake road bridge barriers are removed Getting options for bridge.
Snow plowing: Ben made motion to use Musson B for snow plowing Wally seconded and motion passed. Rates will stay the same.
Budget: Ben made motion to adopted the budget approved by electors Joe seconded passed. Wally made a motion to approved all changes approved in the BOE meeting, Ben seconded and motions passed. 2024 Levy approved by Town Board
CUP update: Joe and Wally are following up on violations and that the County logged the violations. Joe is asking the County to report and notify the operator of the violations. The County Court Council should be following up on those violations.
Town Hall: Suggested sealcoat and strip parking lot.
Broadband: No update for Skanawan till December.
Grant Funding from County: Joe will be posting more signs with Skanawan Municpality on sign.

TOWN OF SKANAWAN, LINCOLN COUNTY TOWN BOARD BUDGET HEARING November 11th, 2024 6:00 pm
Present: Chairman: Ben Mehring, Supervisors: Wally Horabik & Joe Dorava, Treasurer: Jean Zoellner Clerk: Loyetta Dennis attended. Also, Present: residents/property owners’.
The meeting was called to order at 6:05 p.m., followed by the Pledge of Allegiance.
Transportation Budget was discussed in detail. The Trip fund would be used next year and an increase in the Transportation fund would be needed next year to complete projects that were not completed this year. Board agreed to request 150K road budget and to request to roll any surplus transportation budget funds from 2024 up to 40k into the 2025 transportation fund. This Motion was made by Ben M and Seconded by Wally H. Motion passed.
It was discussed to increase Town Board Salaries due to salaries being significantly lower compared to similar Townships. Also, to add a 4% cost of living increase to salaries for the next two years. The Town hoped this would increase the number of individuals considering running for office or working for the town. Wally motioned to present the following salaries and rate increase at the BOE meeting and Ben seconded. Motion passed. Chairman6K Treasurer6K Supervisors3K each Clerk9K
Board discussed changing mileage payment from 0.55/mile to 0.67/mile and that Skanawan would continue to pay mileage at the IRS rate. Wally made motion and Joe Seconded and motion passed. Will be presented at Town meeting.
Joe made a motion to change the pay rate of all individuals working for the Town from $15/hr to 18/hr. Ben seconded and Motion passed. Will be presented at BOE meeting.
Board discussed adding a Town Hall Building fund to budget for updates and upkeep of Town Hall of 2.5k.
Board discussed the cost of Recycling and decided to continue to keep that expense in the Budget.
Ben motioned to approve and present the 2025 Levy, Ben seconded and Levy passed.
Wally H made a motion to approve the tentative 2025 Budget with the changes and present at BOE and Town Meeting. Joe seconded and passed.
Explained the budget and expenses for next year.

TOWN OF SKANAWAN, LINCOLN COUNTY TOWN BOARD MEETING OF ELECTORS November 11th, 2024 6:37 pm
Ben presented proposed Town Hall budget. Electors discussed each area of budget and the need for increases.
Ben and electors discussed roads and need for the increase in the transportation budget. Ben made motion to passed the transportation of 150K with the 40K surplus from 2024. Wally H seconded and the Electors approved the transportation budget.
New salaries for the Town Board and Town workers was presented to Electors. Jean Z motioned and Tom B seconded to approve the new Town Board salaries and Town workers hourly salaries. The Electors unanimously approved the increase.
Wally H made a motion to approve the 2025 Levy presented in Budget. Ben seconded. The Levy was passed.
Joe D made motion to approve the Town Budget with the changes that were made so it can be adopted by the Town. Wally seconded and motion passed.

Roads: South Silver lake road has some erosion on the side, so it needs some ditching and gravel. Kyes road is waiting on crushed gravel. Birch lane also needs some ditching. Cranefoot roads needs grading and gravel added. Stevens road needs gravel add over the culvert and grading. Backside of Moose Trail needs grading. Gerbick road by boat landing needs grading. 2 large potholes on Cloverbelt that need repaired. Wally is going to go mark those potholes.
Ben brought the estimates for
LCHD:
Ben made motion to approve blacktop repairs for 9,300 & 18,640 with LCHD. Ditching on Grundy Road and Stevenson Rd will be done next month.
Joe Cincottancoda, lawyer, will have a conference call with Ben about legal matters in Town.

Roads: Wally reported Crane Foot Lake Road is hazardous after fire number 2934 E. Stevens Road is in poor condition. Intersection of Stevens and Grundy roads are in poor condition. David Road is okay. The intersection of David and Grundy Road is in terrible condition. Peterson Road is okay. Bear Trail okay. There are a few bumps on Moose Trail. There are a few potholes on Grundy. Joe D reported Kyes Road was ditched and graded. This helped greatly and County will be bringing gravel. There was a lot wind damage on all roads during the storm. The rest of the roads are in normal spring condition. Ben will call County and have them grade all the gravel roads. Skanawan Lake Road bridge will be looked at on June 18th with the County, State, and Town.
CUP update:Skanawan Lake Association has an appeal being processed. No update.
Town Hall: Discussed getting power to shed, so that a flood light can be provided for lights to recycling and parking light. Ben will get a couple quotes.
Grant Funding from County: Joe reported $450was spent last month. He meet with Forestry Department to discuss use of that land for a parking lot for UTV/ATV. Looking at access location.

Town Hall: The blacktop will go in after culvert repaired next week. No update on camera system or parking lot lighting. It will remain on the agenda.

Recycling: 44 Residents. Neighbors complained about overflow of dumpsters.
Roads: Joe D said roads in normal spring condition. Skanawan Lake Road bridge should be blocked off per Lincoln County. Lincoln County will provide us an inspection report and let us know how to proceed and what grants are available for the bridge. Culvert inspection report and inventory is completed for culverts between 6 -12 ft wide. Weight limits were removed yesterday. Wally has some roads that are a little soft. Cranefoot Road is in poor condition. Replaced stop sign and removed trees. Stevens Road is soft. Davids Road soft and old culverts still there. Grundy Road chip seal has some spots repaired. Ben wants to ditch a spot of the gravel section on Grundy which would be 6k. County gave an estimate of 6k. Wally made a motion to do ditching on Grundy and for it not to exceed 7k. Motion seconded by Joe D and passed. There is a portion of black top on Grundy that needs chip sealed. Grundy 45mph speed limit sign missing.
CUP update:Skanawan Lake Association has an appeal being processed.
Town Hall: Ben called about wash out by culvert. The blacktop will go in after culvert repaired and frost out of ground.
Grant Funding from County: Skanawan lake road bridge is on hold for inspection report from county. ATV trail grant is good to proceed forward for 41k. Some signs have already been purchased and bills are going straight to the county. Boat landing is on the wish list. It’s possible to add a new atv parking lot at the old landfill on Cranefoot Road.
Posting Signs: John Craig replaced Posting Signs look fantastic.
Open Comment: John C can we swap locks on doors until we get to fixing the lock on the front door. Replacement for wally is needed.

Suzanne questioned about upgrade for cameras. Instead of upgrading camera, we think we should upgrade lights for better visibility. Wally requested this be placed on the next meetings agenda. John Craig asked how many light poles would be needed to light parking lot. Open discussion on Skanawan Lake Bridge. Richard Jones and Tyler attended to discuss bridge options. They want the Town to repair the Bridge because that is their only access. DNR will not approve a secondary road for them. Resident suggested seeking a grant to repair the bridge with Federal grant funds. Cloverbelt is missing a sign. Kyes road needs some gravel. Ben will discuss with Bradley Township. Wally reported Crane Foot is in poor condition. Peterson road has a spot that is washed out. Bear Trail road has a few rough spots. Gerbik road has a rough spot at the top of the hill. No signs were down. Ben M discussed TRIP funding. Town considering gravel on Grundy, Bear Trail, or chip seal S Silver Lake road. Another option is repairing Grundy with patching.
CUP update:No update. Gravel company does not want to take any action with the trucks using the pit. Wally suggested adding ordinances toward all trucks using roads in the Town of Skanawan. Ben did mention the County would have to approve those signs. Wally would like to investigate if the Town could add in the license that Mathy would have to notify the Town when allowing trucks to haul from pit.
Town Hall: Second railing will be ordered and signs ordered.
Grant Funding from County: Joe D presented a grant option of improving trails for ATV’s.

CUP update: Skanawan Property Owners sent an appeal to Lincoln County. There will be a discussion at the County level on Thursday September 28th at 9am. Mike Hienze asked the Town of Skanawan to request the County to give the Skanawan Towns Association an extension for time to review documents received from County. Voiced his concerns with Act 12 and Lincoln County. He suggested the Town of Skanawan to become Incorporated.
Town Hall Ramp was completed. The railing and staining will occur first part of October. Parking lot was blacktopped with first layer. Final layer will occur in the spring.
Mike S requested and speed limit sign for his road. Ben will take care of. Suggested getting town hall power washed.

Roads: Tylor reported Kyes Road needs grading due to wash off and exposed rocks. Birch Road needs grading and brushing on the edges. The culvert on Twins Lake Road is getting worse. LCHD will be replacing the culvert. Stevenson culvert also needs replaced. Bear Trail and Gerbick Lake Roads need grading. Grundy Road needs gravel and grading. There are potholes on Grundy Road that need repaired. Wally reported mowing should be done soon.
CUP Update: Town Licensing Permit still applies. Skanawan Towns Association filed an appeal to get stipulations listed by county. Due to ACT 12 Mathey doesn't want to accept our permitting. Mathey VP spoke on zoning/ordinances and Act 12. Mathey believes county ordinances over rule Town of Skanawan permitting requirements. Mathey believes all conditions are met via the county ordinance. Town Hall JJ Lee Construction will construct ramp this week. Ben will move dumpsters before they come. When ramp is completed they will come and do all the landscaping before the parking lot is blacktopped.
PUBLIC COMMENTS Joe Durava requested a new Culvert on County S from LCHD because it is impairing drainage on his property. LCHD was at the meeting and said it will investigate the issue, however at this time it is not in the budget to repair that culvert. County does not have record that a culvert was ever in that location.
LCHD gave update of repairs to County Road S.

Need to put out bids for 4 culverts on Stevenson, Steven, Grundy, and Twins Lake roads. Ben will ask LCHD to do culverts.
Bear Trail needs graded and 4" gravel a half mile by 60' wide. Will ask LCHD to also do Bear Trail road.
Township will put out bids for the following
Double Chip-seal E Cloverbelt road a 1/4 mile Blacktop 1/4 mile Bear Trail from existing blacktop Black top parking lot. Board agreed to have Silver Lake boat landing repaired by Musson Brother for $2,500. It includes patching holes and laying rocks. Board made motion to approve Liquor Licenses for Maple Bear and CloverClub. Motion passed.
Mathey Construction CUP. Mathy requested a extension for license application from Township.. Ben and supervisors represented township with list of requirements for Mathy to comply to. Lincoln County approved the CUP, without applying township input. Township still has to issue license to Mathy. Township contacting legal advise to understand how much the township can enforce. Ben mentioned that Townships needs to understand that county is not considering Municipality inputs.
TOWN HALL Town board approved culverts, landscaping, and concrete for ramp, slab, and stoops at May meeting.
OPEN COMMENTS Mike S asked about number of gravel trucks allowed per day, but county would not enforce any of the townships requests.
D Daigle suggested bulldozing Bear Trail to the bottom of wash board about 8', so it will not return to current state.. Last 100' of blacktop is going uphill so may want to mesh the blacktop together.
Mike S asked to be notified when chip sealing their road.
Joe D asked if culvert could be replaced on County S
Wally said Cty S east of 51 will be crushed and re-blacktopped starting July 17th.

Recycling:. Recycling will be next week. Wally is investigating other options for recycling. Board decided if WM can continue to pick up on time, we will continue with WM.
Roads: Wally reported Gerbik needs grading. Craigfoot and David roads need grading. Grundy has potholes that need patched. Resident on Silver Lake road has a culvert that is causing water to head into his basement. Wally called landscaper to investigate what to do to redirect the water.
Tylor reported Cloverbelt has a Curve road sign down that needs repaired. Also, Kyes road has a low spot just east of Bradly sign. Tylor wants to use 3" rock at $12/yard plus delivery. Road needs to be built up. Ben will call Kevin K chairman of Bradly to split the cost of improving Kyes Road. Twin Lake road also needs culvert. Silver Lake east needs Stop Ahead sign repaired. Stevens road also has a sign that needs repaired. All gravel roads need graded. Many of the roads need more gravel.
Ben will discuss with Scholz Tree Service to remove a few of the trees through out the township next month.
Ben wants to put out bids for doing the Blacktop for the Town Hall parking lot, using the Covid grant money. Also, a second bid for Chip sealing of Grundy.
Mathey Construction CUP. Last Tuesday board meet and spoke with attorney. Board filed an 30 day extension with the County before making a decision. At that time the board will put together a formal proposal to Mathy which they would have time to address before the 30 day extension. Town would like formals references from the other Townships as to their relationships with other townships.Application for Town licence would have to be submitted.
Mathy responded that they did submit booklet to address license application and paid fee.
Ben read Attorney’s suggestions and conditions which the township will adopt. This list is available for viewing at the Town Hall.
Regulating ordinance will apply to all operations. There would be no grand fathering of any pits.
John Craig asked if the speed limit will apply to all trucks or just the gravel trucks in the township. John Lazars was not pleased with the laxed attitude about safety and the trucks that Mathy uses, because he committed that the trucks safety was the responsible of the sheriff. Mathy needs to hold their truck drivers responsible. John would like to see town enforce Mathy to regulate truck safety . That town should meet with sheriff for suggestions.
Discussion of speed limit with trucks because vehicles will be passing the trucks.
Rick asked when S will be fixed which the town has no control of . Also, he asked about engine braking of trucks. Signs would be in each direction.
Mathy asked what the next step will be.
Ben responded that the Board will have the Attorneys outline by 10 days prior to our next meeting June 12th and Mathy will receive a copy of it in enough time to respond before the next meeting.
Town Hall: Ben M receive an estimate of 43K for the blacktop parking lot. Board discussed the boarders and outline of how the parking lot should be laid out.
John C suggested concrete under dumpsters.
Tylor H submitted an extimate for a handicap ramp and railing and staining beams for town hall.
Ben and board will table to approve $4196 bid from J & J lee construction for the handicap ramp, railing and staining until a more detailed quote is received. It was suggesting to do parking lot first.
Tylor submitted a landscaping quote. Board will get more details on both quotes for landscaping.
John L asked where sign is on Skanawan Lake road.

Roads: Wally reported the boat landing on Silver Lake is buckling. Musson Brothers said they can repair boat landing. So he will be communicating with them this month. Resident inquired about Birch Lane is not being plowed. So we will discuss that with Musson Brothers. Wally reported many potholes on Grundy Rd. There are also a couple trees that need removed on the side of Grundy Road. Water over road on Bear Trail. He also found more tires that have been left on the side of the road. Gravel roads are soft.
Mike reported roads are very wet and slushy. Several of the roads still have icy. No major potholes at this time

Mathey Construction presentation: Seeking CUP for South pit and would like to expand area. Refer to recording. ? Tony Tom
Ben said the Board would not make a decision tonight until seeking legal council Board concerns are ways to ensure the ordances are followed through. Currently are grandfathered in on North side. Seeking the new CUP due to expanding South Pit. Trucks on the road after collecting gravel are a sheriff issue not a Mathey Construction issue. Wally asked questions about reclamation plan. Also, he disagrees with Mathey about the control they have over they’re truck drivers. Biggest issue is safety and noise of truck drivers.

Mike S; Can only plow so close to dumpsters and have WM pull dumpsters out a little more. Asked Mathey how many acreas open at a time (approximately 7 acres is what mathey replied)
Steve Daigle Good time to encourage individuals and town to use gravel from these pits. Mathey can set up a pile of gravel that is just for the township. Tom from American asphalt will get quote.
Dan Daigle comments that it would be less hauling. Two weeks ago after 21" said Bear Trail was in single lane and in terrible condition. Ben will asked Musson Brothers to do better job.

Wally mentioned High speed internet may come within 2 years.
Rick Miles asked when meeting for Mathey Construction will be held. Ben responded that they will wait till they have meet with legal council. May issue is trucking safety, noise, and how to enforce. Highway S is schedule to be repaired this year.
Dan Daigle mention that maybe Lincoln County is waiting to see if we approve the CUP with Mathey. He also brought up an issue with ATV’s and UTV’s tearing up roads. Residents need to call Sheriff department when these vehicles are operating unsafely.

Roads: Mike L reported that roads are icy and slippery , but in normal condition for the current spring weather. Coming spring will need to mark culverts with orange fiberglass posts. Wally H roads are icy but in normal spring operating condition. Several of the side roads are becoming narrow. Will need to sand roads with upcoming weather of snow and ice, Grundy black top on corner will need repaired in spring.
Tim Noviski requested permission to drive empty semi during spring road limits. He presented a scale sheet indicating the weight of the 5 axle semi truck and trailer. Ben M made a motion to approve the request, Wally seconded and motion was passed.
No estimates were received for parking lot and culverts. Ben and Wally will follow up getting estimates before we post for formal bids.
Wally submitted a letter to county for a Hidden Driveway Sign to be placed across from the Oak Hill Cemetery on County V.
Comments: Ben and Wally discussed the CUP permits for Mathey. Mathey will be presenting at next months meeting. Ben is reaching out to a new attorney, due to previous attorney retiring. Town wants to make sure there is a way to enforce ordinances.
John L commented that County S will not hold up with Mathey gravel trucks and at this time Lincoln County said they do not have the money to fix County Rd S at this time. Ben getting estimate for paving/gravel/culverts parking lot.
Tylor Hartwig requested permission to drive semi empty down Stevenson Rd in early morning and late afternoon. Ben made a motion to approve for Tylor Hartwig driving his empty semi down Stevenson Rd during road limits. Wally seconded the motion. Motion passed.

Lincoln County submitted a list of resolution changes for CUP changes. Present: Chairman: Ben Mehring, Supervisors: Wally Horabik and John Lazarzs, Clerk: Loyetta Dennis, and Treasurer: Jean Zoellner. Also, Present: residents/property owners’.
The meeting was called to order at 5:30 p.m., followed by the Pledge of Allegiance. Minutes of the August meeting were read and accepted. Motion by Wally H. & John L.
Treasurer’s Report: Following are the 7/31/19 balances. Cash and Bank Accounts $332,362.92; $29,193.84 toward Building fund, leaving a balance of $303,169.08 of Town funds available. This includes the Investment Pool, $22.37; TCB 91-Day Certificate $77,925.30, Equipment Fund of $5,000 - 2575.32 = 2424.68, and a Contingency Fund of $5000.00. Transferring TCB Certificate to a 2.42% Investment Pool.
Recycling: Recycling will return to once a month starting in September and winter hours.
Roads: John Lazarzs reported that the trees down on Skanawan Lake road will be removed by a land owner. Wally H reported Stevens road culvert was repaired, Bear Trail has signs missing and needs graded. New posts and signs will need to be purchased.Boat Landed still has not been repaired by LCHD. Wally marked potholes on South Grundy road. Pitlik will be completing work during the next two weeks. Ben will call the Lincoln County concerning where stop ahead signs are required and how far before the Stop sign do they need to be posted. JJ will be doing brush cutting and mowing next week. There is still some storm damage work that needs done. Board will be discussing what $30,000 road work will be done for grant next year. John L mentioned the town has 5 years to complete the work, but application is due in November. Wally and John asked what $30,000 of road work gets the Town. Ben M estimated 2 miles single coat chip seal. John L mentioned that before any work is done on Skanawan Lake road the shoulder must be fixed. The road work has to be completed and paid for before receiving grant money, so the Board will have to plan for this expense in next year’s budget. Ben M reported that the road work on David Rd will be split with Birch Township and should cost between $4000-$5000. There are some other areas and culverts that we will be split between Birch and Skanawan.
New Town Hall Update: Our current Attorney transferred our case to another attorney that specializes in this area of law. He is reviewing the contract and contacting Athen’s Lumber in writing informing them that we will be contacting other contractors to complete the work. The attorney will be contacting in writing subcontractors that want to fill a lien. The investigation has now been transferred to the City of Athens. Ben will contact owner of dumpster and investigate how we can have it removed. Mike S asked about concrete work completion. Loyetta reported what WTA advised what was required of any individuals/contractors/residents doing work for the Town who are not covered as a worker for the Town. There are 10 requirements that must be completed. Ben M suggested that we add individuals to the Towns’s insurance as employees. Wally and John mentioned we need extra employees in case there is extra work as in storms or if they are not available.

The meeting was called to order at 6:30 p.m., following monthly Town Board meeting.
This was an informational meeting. It was open discussion for residents and land owners to voice their opinions. A complete recording of the meeting is available by appointment with the Town Clerk. No decision making or voting was done by the Town Board.
The Town is reviewing their Land Use policy at the same time as the County.
Topics discussed:
1. Residents mentioned their support for short term rentals for special events. 2. Julie Allen informed the township that we have no control of Cell Phone Towers. 3. Ben M will bring in Broad Band information. Most residents are not satisfied will current coverage and voiced their opinions. 4. Residents discussed if nonresidents have voting and speaking rights at meetings. 5. Gravel pit discussion. Most residents supported pursuing professional advise. 6. Steve M provided a list of actions that should be completed and the steps involved in updating the Towns Land Use plan. These documents will be available on the Town’s Website. 7. Small busness

The meeting was called to order at 6:30 p.m., followed by the Pledge of Allegiance. Minutes of the June meeting were read and accepted. Motion by Ben M, & John L.
Treasurer’s Report: Following are the 6/30/19 balances. Cash and Bank Accounts $322,359.30; $31,004.69 toward Building fund, leaving a balance of $291,354.61 of Town funds available. This includes the Investment Pool, $22.37; TCB 91-Day Certificate $77,905.24, Equipment Fund of $5,000 - 2575.32 = 2424.68, and a Contingency Fund of $5000.00.
Recycling: No report available. The town needs to get gravel moved around dumpsters so that there is more space available during recycling.
Roads: John Lazarzs reported that Cloverbelt Road was worse and LCHD had not done work on it or the boat landing. However, the potholes on Grundy Rd were done. Also, Silver Lake boat landing is not useable. Mike S acknowledged that the Town usually takes care of the boat landing, but John L will also check with E Ingman . S Twin Lake Road has a failed culvert with water going over the road. Wally H reported that several stop ahead signs are missing. South Grundy road has potholes, and Ben M will check if these can be fixed when they do the chip seal work. David road is washed out on the hill, and has some large rocks on the road. SE corner of Grundy and Bear Trail has a large pothole. Ben M reported that the road work on David Rd will be split with Birch Township and should cost between $4000-$5000. There are some other areas and culverts that we will be split between Birch and Skanawan. He will also contact JJ Brushing about cutting over growth that is around several of the Townships road signs and along edge of roads. LCHD needs to grade Cranefoot, David, and Stevens road. Chrys K dropped off a stack of posts that belong to the town from snow fencing.
New Town Hall Update: Our current Attorney transferred our case to another attorney that specializes in this area of law. He will contact us next month after he has reviewed the case. It was reconfirmed that the Town will not be paying any of the Sub contractors that Athens Lumber did not pay. The Town has already paid Athens Lumber for these services. This decision was made by the advice of the Town’s attorneys. The Board discussed what items legally could be completed. The Town must keep receipts of all items completed and obtain quotes of items that need completed. Also, questions were asked if ramps and steps were included in the quote from Athens. Ben said they were included in the specification portion of the quote. Ben M will be collecting quotes on gutters for the New Town Hall building. Loyetta D will check with Insurance Company and WTA about using local individuals to do work on Town Hall. The Town is waiting for advice from attorneys and Sheriffs’s department on next steps to take. The Town’s new Posting Boards need to be mounted. Wally asked questions about when individuals are insured by the town when doing work. The Board discussed the water in the Town Hall building.
Town Advisory Committee: Steve M and Mike H received a quote for $25,000 for a consultant to handle the Land Use issue. The POA cannot donate to this due to conflict of interest, but a fund can be set up by the town if individuals want to donate. The Board felt this was too high a cost. Wally suggested contacting other Townships to discover consultants they have used. Ben contacted the County for information on how to proceed. They suggested a basic initial public meeting to allow input from the community. Kathy M talked to County and said she was informed that they wanted information ASAP. Steve M suggested having a meeting with the County to get a specific time line. Ben M displayed current Skanawan Zoning Map. Skanawan zoning map is very basic and the public may want more Land Use options. Steve B discussed that gravel. Pits will be a large discussion during this process because of the lack of definitions of gravel pits. After much discussion it was decided to hold a public Land Use meeting for the Town to receive input from the community. Meeting is scheduled for August 5th following Town Hall meeting at 5:30pm.

The meeting was called to order at 6:00 p.m., followed by the Pledge of Allegiance. Minutes of the March meeting were read and accepted. Motion by Wally Horabik, & John L.
Treasurer’s Report: Following are the 5/31/19 balances. Cash and Bank Accounts 332,543.48; $33,990.72 toward Building fund, leaving a balance of $298,552.76 of Town funds available. This includes the Investment Pool, $22.25; TCB 91-Day Certificate $77,885.82, Equipment Fund of $5,000, and a Contingency Fund of $5000.00. Recycling: Recycling went well. Recycling is twice a month for the summer; May, June, July, and August. Containers are 75% full. Only 3 residents on 5/25/19 and 31 residents on 6/8/19 participated in recycling. Dumpsters are in a good location, but need to be moved 5 feet apart. Extra gravel will be probably needed before moving the units.
Roads: John L reported on roads: Cloverbelt road is crumbling on the north end due to water going under the road and will need a new culvert to repair. South Twin Lake road also has a culvert that is failing and will need repaired. Wally H reported that Stevens, David, and Crane Ft are not grated yet and have soft spots. Bear Trail road is in good condition except for the last mile has some washboard issues. Grundy road is also in good condition, but has two potholes that need repaired.
Ben M opened four sealed bids that were sent in for the Chip Seal notice that was placed in the paper. The four bids were from Fhrner, Scott, Pitlik & Wick, and LCHD. A representative from LCHD and one from Pitlik each spoke explaining their quote. Both mentioned that they could have the work done in July. Many of the quotes offered a single chip seal option which the board could not accept. To accept a single chip seal bid the board would have to re-post the bid. The board decided it was not in the budget to have all three roads chip sealed, so Wally made a motion to only chip seal Stevenson and Big Pine. The motion was voted and approved. The board voted to choose Pitlik & Wick to do the work, which was the lowest bid for just the two road. All bids are available for viewing at the Town Hall per request.
Lawn Mower: Einer Igman presented three quotes he received for similar 42in zero turn lawn mowers with baggers(quotes available to be seen at the Town Hall per request) The Board voted to approve the quote from Meyers Marine for $2575.32 which was the lowest quote. A couple residents voiced their appreciation to the Igman family for the work they do at the cemetery.
New Town Hall Update: Ben will continue communicating with the town’s lawyers and the Sheriffs office to discuss options with Athens Lumber and their sub-contractors. The board discussed quickly getting quotes for finishing all the work that needs done to finish the Town Hall. Mike S obtained several quotes for dry wall, trim, and staining that needs to be completed. Ben provided a checklist to the board of items that need to be completed. The board mentioned that carpet runners are desperately needed to protect the flooring. Residents suggested we should pay our local sub-contractors before proceeding. The board explained we were advised not to pay the sub-contractors. The contractors will file against Athens Lumber. The board will meet again Friday at 9am to further discuss the items that need completed. A couple residents presented concerns with garbage that is blowing into the woods and yards. It was suggested a fence or some surrounding eventually be placed around the dumpsters to rectify the issue and to be more visibly appealing. It was also suggested to clean up some of the trees and brush surrounding the area. Board also approved using Arnott to remove old Town Hall building, with the condition that the quote also included the dumping costs of all the material. There are several items that need removed before the old Town Hall is demolished. Board agreed to have a work day on Saturday for all who could attend.
Town Hall Advisory Committee: Steve Metzenbaurer spoke on behalf of the Town Advisory Committee and shared a step by step procedure Outline for Updating the Town’s Land Use Plan. The Board signed the resolution to begin the Land Use plan. He suggested the town create a Planning Commission for the town and to hire a professional consultant. It was suggested to contact other towns to see if they have already hired a consultant. The plan is to have a Public Informational meeting in August. Ben will confirm what deadline dates are for the county. Ben also read a new amendment that the county is implementing regarding short term lodging and that rentals must be seven days or greater.

Cloverbelt has potholes that the County will repair. Ben mentioned that there are some roads that need signs repaired.
New Town Hall Update: Ben will be contacting the town’s lawyers and the Sheriffs office to discuss options with Athens Lumber and their sub-contactors.
Town Hall Advisory Committee: The committee is continuing to research possibilities of different zoning options. The town will continue to ask for volunteers on the website.

Treasurer’s Report: Following are the 3/30/19 balances. Cash and Bank Accounts $269,039.53; $33,990.72 towards Building fund, leaving a balance of $235,048.81 of Town funds available. Total cash and bank accounts: $362,089.56, which includes the Investment Pool, $22.05; TCB 91-Day Certificate $77,885.82, Equipment Fund of $5,000, Contingency Fund of $5000.00 The board agreed to move the 91 day certificate, which is coming due, to the investment pool for a higher rate of return..
Recycling: Recycling went well. Recycling will start twice a month for the summer; May, June, July and August. Karen Olson has agreed to do the fourth Saturday of each month and Mike Lucas will continue to do the second Saturday of each month.
Roads: Ben M reported that the town has paid out a lot on road maintenance with the hard winter and that there will be another significant bill coming next month. The board will review what is left in the road budget next month. Road limits are on and posted. A section of Grundy road is closed due to a culvert failing, and will remain closed until it can be repaired by the County. East section of David road is in poor condition and will be repaired by Birch Township and Skanawan will pay half of that bill.
New Town Hall Update: There has been issues with Athens paying their sub-contractors, so the The Board is not releasing any payments to Athens until Athens shows proof of payment to the sub-contractors and lien weavers. The town has approximately $34,000 left in the town hall budget. The trim and several other repairs were completed. Interior is completed. Still waiting on someone to request the old town hall. Otherwise, if no one request to purchase the old Town Hall, the Town will take bids for its’ removal.
Town Hall Advisory Committee: Updates will be held till Annual Meeting.
Comments from the Floor: John Lazaars and Wally Horabik attended a Seminar in Stevens Point on mining which was very valuable to the town. John explained that we must prove with data our point of view of how the CUP for the Non Metallic mining (gravel pits) will negatively impact our Town. Intense discussion of the topic began between several individuals of the town and had to be reminded that comments have to be directed to board.

Public Comments from the Floor: Bev Schoepke requested that the Town consider giving the Town of Skanawan workers a raise. The Town workers have not received a raise in 7 years. Bev Schoepke was focusing specifically on the Election workers and Chief Inspectors. She explained the training and requirements needed for the job. She made a motion from the floor that the Town increase the hourly wage for Skanawan Town workers to $12/hr. The motion was voted on and approved.
It was suggested by J Krueger and several other individuals that more committees being made for local individuals to become active in the Town. The town is looking for someone that has experience in grant writing or is willing to the spend time looking for grants for the Town.
Ben M and Jean Z mentioned that the Tax Levy for Skanawan has not been raised since 2006, and it is necessary for re-evaluate the Levy so the Town can keep up with the maintenance of the roads. The Town can only raise the Levy 2.5%, and the Town has been taking funds from the balance our general fund to meet the budget.
Ben M mentioned that 2020 is the Land Use Plan update. The Town of Skanawan zoning is all R04. He explained what R04 zoning is comprised of. There is very little flexibility in that zoning. So, the Board would like to see more options for CUP’s. Mike Hienze suggested hiring a firm to find out what the communities of Lincoln county want or need in zoning. There may be a possibility using students from UW Stevens Point. In respect to CUP’s for gravel pits, Mike Hienze and Ben explained that the Town would like to redefine the definition CUP for gravel pits, so that it would restrict industrial mining, and preserve the quality of life in the Town. Mike Sievert mentioned that the Town Advisory Committee has to focus on all aspects of zoning and not just the zoning for gravel pits. Residence asked questions about many of the other businesses in the area. Ben responded that those businesses are Grand-Fathered in.
Several residence voiced their concern of the lack of internet service in the community. The Board will continue to make ou Representitives aware of our communities need for internet service.

TOWN OF SKANAWAN, LINCOLN COUNTY ANNUAL TOWN BOARD MEETING April 17, 2018
Present: Chairman Ben Mehring, Supervisors Mike Sievert and Mike Lucas, and Treasurer Jean Zoellner. Also, Present: 3 town residents/property owners’.
The meeting was called to order at 6:30 p.m., followed by the Pledge of Allegiance.
Minutes of the April 9th meeting were read and accepted. Motion by Ben M., Mike Sievert. Treasurer’s Report: Treasurer reported 12/31/17 balances of the following: Checking Account: 481,799.36; Investment Pool: 21.67; TCB 91-Day Certificate: 77,730.66; Total cash and bank accounts: 559,551.69; which includes the Equipment Fund of 4,804.20 which was transferred to the building fund; a Contingency fund of 3,002.00 which was also transferred to the Building fund; with a new building fund of 131,787.92.
Following are the3/31/18 balances. Checking Account: $382,417.45; Investment Pool, $21.73; TCB 91-Day Certificate, $77,730.66. Total cash and bank accounts: $460,169.84, which includes the Equipment Fund of $5,000; Building Fund, $131,983.72 and Contingency Fund of $5000.00. Recycling: none
Open Discussion: Jean reported that we increased our building fund. However, the concern from the board is that quotes for the New Town Hall will come in much higher than our building fund. At that time the Town Board will decide whether to wait to build or transfer funds from the town’s balance to fund the building.
Road projects for the year was the next topic of discussion. The culvert on Grundy road needs repaired, crack sealing needs done on as many of the asphalt roads that the Town can afford to do, spot repairs on N Grundy road need done, and the road budget will be over this year due to the extra snow plowing costs in April.
Question was raised if the Towns finances will balanced; Jean and Loyetta replied that they would balance their books to balance with the bank starting as of 1/1/18, since they could find nothing but of few forgotten deposits and nothing else of subsequence.
Recycling this month was good, however, we need to have an official sign in book. So a sign in book will be kept at Town Hall to ensure this is being done.
